《城市道路管理条例》（1996年6月**令*198号）*二十八条：“履带车、铁轮车或者**重、**高、**长车辆需要在城市道路上行驶的，事先须征得**工程行政主管部门同意，并按照公安交通管理部门*的时间、路线行驶。

特种车辆进口报关清关流程及注意事项

一：特殊车辆进口需要在城市道路上行驶的车辆需要办理上牌，具体上牌资料要求，需要正规一般贸易进口提供相关的商检海关出具的证明文件到车辆使用地办理，获取收件凭证经审核，对材料齐全、填写无误、符合法定形式的材料出具材料受理凭证。凭证内容包括：材料名称、接收时间、编号，受理人姓名，联系方式、进度查询方式、办理期限。申请人领取方式如下：

①申请人在窗口提交申请的，材料受理凭证由申请人即时领取。

②申请人通过信函或传真提交申请的，材料受理凭证由窗口人员以发送电子邮件的方式发送给申请人。

二：对于不规则特殊车辆国内国标有一定的标准规定要求，包括轴距（几轴）较大负荷限制、长度不**过13.75米、宽度不**过2.55米、高度不**过4米等，对于**过了这些数值的车辆进口商在进口前需要提前和我司确认以免货物到港口后无法入境清关退运产生不必要的费用和损失。

三：对于特种车辆进口分为有动力和无动力不等，进口商在进口前需要确认国外货源及采购价格等，和国外供应商签订采购条款（如CIF/FOB/EXW）等，对于**合作的供应商建议以信用证的方式付汇减少跨国贸易风险。
